Stalking: An act of pursuing or approaching someone stealthily, is yet another act of causing unnecessary alarm or annoyance to others. Normally, this is considered harassment of some sort, but when you consider any of the obscene or indecent factors in place, that will be WORSE than that in the form of voyeurism.
